The Directorate General of Foreign Trade (DGFT), through a recent notification, vide notification no. 04/2025-26 has amended the fee structure for registration under the Coal Import Monitoring System (CIMS).
Under the existing policy, coal importers are required to upload advance information on the web in order to import specific products and obtain an Automatic Registration Number. They are required to pay Rs. 1 per thousand based on the CIF value. It is Rs. 500 minimum and Rs. 1,00,000 maximum.

However, the new policy states that importers registered under the CIMS have to pay the registration fee as stipulated in the new rates provided in Appendix 2K of the Foreign Trade Policy, 2023. And according to the newly updated free structure in the Appendix 2K, the fee is Rs. 500/-, without any CIF value condition. The same fee structure has been updated vide public notice no. 02/2025-26 dated 15th April 2025.
The words of existing policy is as follows:
“The Coal Import Monitoring System (CIMS) shall require importers to submit advance information in an online system for import of items and obtain an Automatic Registration Number by paying registration fee of Rs. 1 per thousand, subject to minimum of Rs. 500/- and maximum of Rs. 1 Lakh, on CIF value.”

The words of revised policy is as follows:
“The Coal Import Monitoring System (CIMS) shall require importers to submit advance information in an online system for import of items and obtain an Automatic Registration Number by paying registration fee as per Appendix 2K.”
The Central Government has amended Import Policy Condition No. 07(i) of Chapter 27 of Schedule-I (Import Policy) of the ITC (HS), 2022, exercising powers under Section 3 and Section 9 of the Foreign Trade (Development and Regulation) Act, 1992, and Paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP), 2023 (as amended). This amendment shall be effective from the date of issue.
