DGTR Raises ADD on Polyethylene Terephthalate Resin from Chinese Exporter Wankai New Materials Co., Ltd to $40.41 Per MT [Read Notification]

The Directorate General of Trade Remedies (DGTR) has announced an increase in the anti-dumping duty on Polyethylene Terephthalate (PET) Resin imported from Wankai New Materials Co., Ltd. of China. The duty has been raised from $15.54 to $40.41 per metric ton (MT).


This decision follows an investigation into PET Resin imports, which began with a notification on October 1, 2019. The final findings, issued on December 28, 2020, recommended a five-year anti-dumping duty, subsequently enforced by the Ministry of Finance on March 27, 2021, and set to expire on March 26, 2026.

Initially, Wankai’s exports faced a duty of $15.54 per MT, while other exporters were subjected to duties ranging from $60.92 to $200.66 per MT. An anti-absorption investigation, initiated on March 4, 2024, aimed to determine if Wankai had absorbed these duties and to reassess the appropriate duty amount. This investigation was prompted by a written application from domestic producers IVL Dhunseri Petrochem Industries Private Limited and Reliance Industries Limited.


The DGTR’s review confirmed that the scope of the product—“virgin polyethylene terephthalate (PET) resin”—remains consistent with the original investigation. It was found that Wankai had absorbed the anti-dumping duties by reducing their export prices more than could be justified by raw material cost decreases. The investigation also established that focusing solely on Wankai, which represents about 49% of imports, was appropriate and that the investigation into a single exporter was valid under the rules.
As a result, the DGTR has recommended increasing the anti-dumping duty on PET Resin imports from Wankai New Materials Co., Ltd. to $40.41 per MT. Duties on other exporters will remain unchanged. This adjustment will apply for the remaining duration of the five-year period, continuing until March 26, 2026.
