EEPC INDIA and Other EPCs to Issue RCMC for Medical Devices Temporarily: DGFT issues Trade Notice [Read Circular]

The DGFT (Directorate General of Foreign Trade), vide Trade Notice No. 05/2024-25 has notified that the Engineering Exports Promotion Council ( EEPC ) india and other EPCs (Exports Promotion Council) will issue Registration-Cum Membership Certificate ( RCMC ) for the medical devices till such EPCs for medical devices starts proper functioning  .

The DGFT has requested the customs authorities to accept the RCMC for medical devices issued by EEPC INDIA and any other concerned EPC till further orders.

The trade notice states as follows:

“Reference is invited to DGFT Public Notice No. 18/2023 dated 23.06.2023 whereby Export Promotion Council (EPC) for Medical Devices was included in the Appendix 2T of FTP 2023 for issuing RCMC for specific items. Through the said Public Notice, it was inter alia notified that RCMC issued by EEPC INDIA till the date of issue of that Public Notice shall remain valid till their expiry.

Now it has been noted that the EPC for Medical Devices is yet to start regular functioning and could not onboard on the Common Digital platform of DGFT for issuance of RCMC. As one of the conditions for availing benefits under RoDTEP for medical devices is mandatory RCMC from the concerned EPC, the industry is facing difficulty in getting RCMC and clearance of their goods at Customs point.

Accordingly, the matter has been reviewed in DGFT and it has been decided that till such time the EPC for Medical Devices starts proper functioning, the RCMC may be issued by the EEPC INDIA and any other concerned EPC for Medical Devices.

Further, the Customs Authorities are requested to accept the RCMC for medical devices issued by EEPC INDIA and any other concerned EPC till further orders.”
