As the election for the new Torchbearers of the Institute of Chartered Accountants of India (ICAI) is scheduled in December, the ICAI has notified the Code of Conduct with the view to maintain a healthy and peaceful atmosphere during the election process for ensuring a free and fair election.

As per the code, the candidates are barred from using any infrastructure, forum including programmes, or humans facilities, or communication medium – electronic or otherwise, of the Institute.

Though the candidates can participate in any event/ programme organized by the Institute, they cannot use that opportunity to canvas the voters. Further, display of banners, distribution/supply of any gifts, pamphlets/ letters/ circulars are expressly prohibited.

It was said that bulk SMS can be sent thrice by the candidates or by any of his/her authorised representative or by any member to voters appealing for vote or for any electioneering purpose. However, a candidate is permitted, without any limit, to send one to one SMS from his/her own mobile telephone.

The election is on 7th and 8th December 2018 in the cities that have more than 2,500 members and on 8th December 2018.

The ICAI also notified the list of members eligible to vote (i.e., List of Voters) from the various regional constituencies for elections to the Twenty Fourth Council and Twenty Third Regional Councils of the Institute. It will be available on payment of Rs.2000/- per copy for any of the five regional constituencies from the office of the Institute at ICAI Bhawan.
