Finance Ministry Announces 2025 Recruitment Rules – Deputy Director of Enforcement – TAXSCAN

The Ministry of Finance in the Department of Revenue, Directorate of Enforcement issued a notification about the recruitment rules for Deputy Director of Enforcement (Group A). These rules are called the Deputy Director of Enforcement (Group A Post) Recruitment Rules, 2025, and will be effective from their date of publication in the official Gazette, on 28 January 2025.

The Recruitment Rules give information about the Name of the Post, Number of Posts, and Level in the Pay matrix are detailed in the schedule attached to the rules. This notification also states about disqualification on the ground regarding marriages and also gives an exception to disqualification under given circumstances.

The notification provides the power to relax any provisions of the Rules in consultation with the Union Public Service Commission in any necessary circumstances. The notification further states that these rules do not affect reservations and concessions for Scheduled Castes, Scheduled Tribes, other Backward Castes, and other special categories as notified by the Central Government.

The notification highlights the recruitment method, including fifty percent by promotion and fifty percent by deputation. The notification in the schedule also states the members of the Departmental Promotion Committee, if one exists, for considering promotion.

The Department Promotion Committee consists of members

  • Additional Secretary, Department of Revenue as chairperson
  • Director of Enforcement as Member
  • Joint Secretary, Department of Revenue as Member

Name of the Posts: Deputy Director of Enforcement

Number of posts: 150* (2025) *Subject to variation dependent on workload

Classification: General Central Service, Group ‘A’, Gazetted, Non-Ministerial.

Level in pay matrix: Level-11 in the pay matrix (Rs. 67700-208700).

The schedule of the notification provides for rules if recruitment is made by promotion or deputation which are as follows:

Promotion: Assistant Director of Enforcement in level-10 in the pay matrix (Rs. 56100-177500) with five years of regular in the grade and having successfully completed two to four weeks of training in the relevant field as prescribed by the Central Government.

Deputation (including short-term contract):

Officers of the All India Services or Central Services or Central Government or State Governments including State Police Organisations or Union territory Administrations including Union Territory Police Organisations or Central Bureau of Investigation or Reserve Bank of India or Public Sector Banks:

(i) holding analogous posts on a regular basis in the parent cadre of the department; or

(ii) with five years’ service rendered after appointment to the post on a regular basis in level-10 in the pay matrix (Rs. 56100-177500) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience, namely:-

(i) Bachelor's degree in any subject from a recognized University; and

(ii) five years of experience in the field of intelligence, investigation, and legal work or adjudication or prosecution relating to fiscal or banking or accounts or in audit. “
