In a recent press release, the finance ministry announced the implementation of the Electronic Cash Ledger ( ECL ) system for payment of import duties on goods imported through International Courier terminals, effective immediately. This move signifies a significant step towards modernizing and optimizing the import duty payment process.

A standout feature of the ECL system is its provision for express industry players to make payments through multiple banks via internet banking and NEFT/RTGS. This added flexibility not only meets the diverse needs of businesses but also simplifies the payment process, contributing to overall efficiency in trade operations.

Previously, the ECL system was introduced for payments of import duties for cargo processed through EDI at Seaports, Airports, ICDs, and LCSs from April 1st, 2023. By extending the scope of the ECL to cover International Courier terminals, authorities aim to further enhance the effectiveness and accessibility of this transformative payment mechanism.

To ensure a smooth transition, extensive support mechanisms were established to assist traders in adopting the new payment system. Registration melas and webinars conducted by DG Systems, CBIC, between October and December 2023 provided invaluable guidance and clarification to stakeholders, ensuring their readiness for the impending changes.

A pivotal phase in the implementation process was the commencement of a pilot phase on January 15th, 2024. Beginning with selected locations and gradually expanding to major hubs such as Delhi, Bengaluru, and Mumbai, this phase played a crucial role in addressing any operational challenges and refining the system for broader deployment. Since February 12th, 2024, the pilot has been running seamlessly across all locations, indicating readiness for full-scale implementation.

As the ECL system for International Courier terminals prepares for its official launch on March 1st, 2024, it holds the promise of streamlining trade operations and facilitating ease of doing business for all stakeholders involved in import and export activities. Leveraging technology and fostering greater flexibility, this initiative signifies a significant advancement in modernizing and optimizing the import duty payment process.
