The Ministry of Finance (Department of Revenue) issued Notification No. 01/2025-Customs (ADD) dated March 7, 2025, announcing the imposition of anti-dumping duty (ADD) on imports of Trichloro Isocyanuric Acid (TCCA) from China PR and Japan.

The decision comes after an investigation by the Directorate General of Trade Remedies (DGTR), which found that these imports were being dumped into the Indian market at prices below their normal value, causing material injury to domestic manufacturers.

Key Findings of the Investigation

According to the final findings of the DGTR, published in the Gazette of India, imports of Trichloro Isocyanuric Acid under tariff items 2933 69 10 and 2933 69 90 were:

  • Exported to India at unfairly low prices, leading to dumping.
  • Causing injury to the domestic industry due to lower import prices undercutting the selling price of Indian manufacturers.
  • Harming Indian manufacturers' profitability and market share.

Based on these findings, the Central Government has decided to impose anti-dumping duties to counteract the adverse impact of these imports and protect Indian manufacturers.

Implementation & Duration

The anti-dumping duty will be applicable for five years from the date of publication in the Official Gazette, unless it is revoked, amended, or superseded earlier. The government has clarified that the exchange rate for the calculation of ADD will be based on the official exchange rate notified by the Ministry of Finance, with the relevant date being the date of presentation of the bill of entry under Section 46 of the Customs Act, 1962.
