Finance Ministry Imposes Provisional ADD on Aluminium Foil Imports from China [Read Notification]

The Ministry of Finance has issued Notification No. 02/2025-Customs (ADD) dated March 17, 2025, announcing the imposition of a provisional anti-dumping duty (ADD) on imports of aluminum foil up to 80 microns from China PR. This move comes after an investigation revealed that these products were being dumped in India at unfairly low prices, causing significant harm to the domestic industry.

Dumping Investigation & Findings

According to the notification, the investigation, initiated under notification No. 6/35/2023-DGTR, found that Chinese aluminum foil manufacturers were exporting these goods to India below their normal value, leading to dumping. The designated authority concluded that such imports had materially injured the domestic aluminum foil industry by reducing market prices and squeezing profit margins for local manufacturers.

Provisional Anti-Dumping Duty Rates

To prevent further injury, the Central Government has imposed provisional ADD for six months on aluminum foil imports originating from China PR. The rates, applicable per metric ton (MT), vary by manufacturer, as shown below:

Products Covered & Exemptions

The provisional ADD applies to aluminum foil up to 80 microns under tariff items 7607 11 10, 7607 11 90, 7607 19 10, 7607 19 91, 7607 19 92, 7607 19 93, 7607 19 94, 7607 19 95, 7607 19 99, 7607 20 10, and 7607 20 90.

However, certain aluminum foils are excluded from this duty, including:

• Foil below 5.5 microns for non-capacitor applications.
• Ultra-light gauge foil for insulation, spice packaging, and thermal applications.
• Foil used in electrolytic capacitors, beer bottle seals, and automotive heat exchangers.

The final decision on whether the provisional ADD will be extended, modified, or revoked will depend on the final findings of the anti-dumping investigation in the coming months.
