Finance Ministry notifies GST Council Secretariat Group ‘A’ Executive Post Recruitment Rules [Read Notification]

In a significant move to streamline the recruitment process for executive positions within the Goods and Services Tax ( GST ) Council Secretariat, the Ministry of Finance has officially notified the amendment of the Recruitment Rules for Group ‘A’ executive posts.

The new rules were published in the Gazette of India on October 16, 2024, and will take effect immediately.

A notable modification is the inclusion of “Other Backward Classes” ( OBC ) in the eligibility criteria, reflecting the government’s commitment to promoting diversity and representation in civil service roles. This addition aims to enhance opportunities for candidates from various backgrounds in the executive recruitment process.

Additionally, the amendments alter the requirements for certain posts within the Secretariat. For the positions of Director, Deputy Secretary, and Under Secretary, the previous stipulation that certain qualifications “are necessary” has been replaced with “are not necessary.” This change is expected to broaden the pool of eligible candidates, thereby facilitating a more inclusive selection process.

The notification stated —

“They shall come into force on the date of their publication in the Official Gazette ( 16th October 2024 ).

In the Goods and Services Tax Council Secretariat, Group ‘A’ Executive Posts Recruitment Rules, 2018,-

(a) in rule 7, after the words “the Scheduled Tribes,”, the words “Other Backward Classes,” shall be inserted;

(b) in the schedule,-

i. against  serial number 1 relating to the post of Director, in column (13), for the words “is

necessary”, the words “is not necessary” shall be substituted;

ii. against serial number 2 relating to the post of Deputy Secretary, in column (13), for the words “is

necessary”, the words “is not necessary” shall be substituted;

iii. against serial number 3 relating to the post of Under Secretary, in column (13), for the words “is necessary”, the words “is not necessary” shall be substituted.”

The Goods and Services Tax Council Secretariat, Group ‘A’ Executive Posts Recruitment Rules, 2018 were published in the Gazette of India, Part II, Section 3, Sub-Section (i) vide notification number G.S.R 288, dated the 6th September, 2018.
