The launch of the Goods and Services Tax Appellate Tribunal (GSTAT) is facing delays because cadre clearances for selected officers have not yet been granted. The launch of the Goods and Services Tax Appellate Tribunal (GSTAT) is facing delays because cadre clearances for selected officers have not yet been granted. These clearances are needed before formal appointment orders can be issued.

Despite the Finance Minister's approval for the appointments, over 100 officers from the Central Board of Indirect Taxes and Customs (CBIC) are still waiting to join the GSTAT on deputation.

In a reminder letter dated March 12, 2025, Vivek Aggarwal, Additional Secretary in the Department of Revenue, Ministry of Finance, urged senior CBIC officials to speed up the process. The letter was addressed to Ms. Aruna Naryan Gupta, Member (Admin) at CBIC, and follows an earlier letter sent on February 24, 2025, which has yet to see action.

The selected officers are meant to take up important positions such as Deputy Registrar, Assistant Registrar, Court Officer, Legal Assistant, Executive Assistant, Tax Assistant, and other administrative roles.

These officers come from various CBIC zones, including Mumbai, Pune, Ahmedabad, Chennai, Hyderabad, and others pinpointing that the appointments are part of a nationwide effort.

Aggarwal stressed that the delay in cadre clearances is now holding up the formal joining process and affecting the readiness of the tribunal. GSTAT is expected to play a key role in resolving GST-related disputes and easing the burden on regular courts. Without adequate staff in place, the tribunal cannot start functioning effectively.

The Finance Ministry has expressed hope that the Cadre Controlling Authorities across zones will act quickly so that the tribunal can become fully operational and start delivering justice to taxpayers and businesses without further delay.
