Goa CM Pramod Sawant has been appointed as the convenor of a reconstituted GoM to analyze GST revenue trends and recommend measures for improving tax collection

Goa Chief Minister Pramod Sawant has been appointed as the convenor of the Group of Ministers (GoM) tasked with analyzing GST revenue trends and recommending policy measures for revenue augmentation, officials confirmed on Tuesday.
The decision follows the 55th GST Council meeting held on December 21, 2024, in Jaisalmer, Rajasthan, where it was resolved to reconstitute the GoM on revenue analysis with updated terms of reference. The formal memorandum from the Goods and Services Tax Council, issued on March 3, 2025, named Sawant as the convenor.

The reconstituted GoM includes several key policymakers: Samrat Chaudhary (Bihar Deputy CM), Om Prakash Choudhary (Chhattisgarh Finance Minister), Kanubhai Desai (Gujarat Finance and Energy Minister), Payyavula Keshav (Andhra Pradesh Minister for Finance, Planning, and Commercial Taxes), Ajit Pawar (Maharashtra Deputy CM and Finance Minister), Harpal Singh Cheema (Punjab Finance Minister), Thangam Thennarasu (Tamil Nadu Finance and HR Minister), and Mallu Bhatti Vikramarka (Telangana Finance and Planning Minister).

Terms of Reference for the GoM:
As per the memorandum, the GoM will:
- Conduct state-wise revenue trend analysis under GST
- Identify sectoral and regional revenue patterns
- Review inter-state outward supply data
- Analyze sector-specific issues that may require policy interventions or enforcement
- Evaluate the impact of macroeconomic policy changes, and regional challenges, especially in agrarian or smaller states
- Study the effect of recent amendments in the CGST Act, rules, and notifications
- Recommend harmonization of anti-evasion, audit, and scrutiny tools developed across agencies
- Propose course correction measures to support states facing significant revenue shortfalls
The group's recommendations are expected to inform the next phase of GST reforms and enhance transparency, compliance, and revenue efficiency across the country.
