Govt Appoints Shri Sivasubramanian Ramann as Chairperson of PFRD [Read Notification]

The Ministry of Finance ( Department of Financial Services ) issued Notification No. S.O. 1685(E), dated 8th April 2025, formally appoints Shri Sivasubramanian Ramann as the Chairperson of the Pension Fund Regulatory and Development Authority ( PFRDA ).

The appointment is made under the powers conferred by Section 4 of the Pension Fund Regulatory and Development Authority Act, 2013 (23 of 2013). Shri Ramann, who currently serves as the Deputy Comptroller and Auditor General & Chief Technology Officer in the Office of the Comptroller and Auditor General of India, will assume the new role at PFRDA for a fixed tenure of five years, effective from the date of assumption of charge.

The terms of the appointment specify that the tenure will end either upon the completion of the five-year period, upon him attaining the age of 65 years, or upon issuance of further government orders whichever occurs earlier.

About Shri Sivasubramanian Ramann

Shri Sivasubramanian Ramann is a seasoned officer of the 1991 batch of the Indian Audit & Accounts Service (IA&AS) and currently serves as the Deputy Comptroller and Auditor General & Chief Technology Officer in the Office of the Comptroller and Auditor General (C&AG) of India.

Before his current role, Shri Ramann was the Chairman and Managing Director of Small Industries Development Bank of India (SIDBI) from April 2021. Earlier, he held the position of Managing Director & CEO at National E-Governance Services Limited (NeSL) from December 2016, where he played a pivotal role in digitizing financial processes. He has also served as Principal Accountant General (Audit) in Jharkhand during 2015–2016.

Between 2007 and 2013, he was associated with the Securities and Exchange Board of India (SEBI), first as Chief General Manager and later as Executive Director, contributing to capital market reforms and regulatory enforcement.

Shri Ramann has also served in senior roles across C&AG offices in different states and worked as Executive Secretary to the C&AG of India. His international experience includes a posting as First Secretary at the Indian High Commission in London, where he audited the accounts of Indian missions across Europe.

Academic Background

An alumnus of St. Stephen’s College, Delhi, Shri Ramann holds a B.A. (Hons) in Economics and an MBA from the Faculty of Management Studies (FMS), Delhi University. He also holds an M.Sc. in Regulations from the London School of Economics, is a Certified Internal Auditor from IIA Florida, and has earned an LLB from Mumbai University as well as a Postgraduate Diploma in Securities Law.
