The government has expanded access to the import of raw and calcined petroleum coke (RPC and CPC) to support a broader range of domestic industries. The DGFT ( Directorate General of Foreign Trade ) has issued vide notification no. 27/2024-25 dated 4th September 2024.
This amendment, issued under the powers granted by Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, along with relevant sections of the Foreign Trade Policy (FTP) 2023, marks a key regulatory shift. It builds upon the earlier Notification No. 68/2023, dated March 7, 2024, and takes effect immediately.

Previously, the import of RPC and CPC was restricted primarily to cater to the domestic needs of the aluminium industry, given its critical requirement for these materials in smelting and refining processes.
However, this new amendment widens the scope, allowing other industries that rely on petroleum coke for various industrial processes to also import these materials, as long as they comply with the relevant regulations and statutes governing their use.

This policy shift reflects the government's recognition of the growing demand for petroleum coke across a range of industries, not just the aluminium sector. Industries such as cement, steel, and power generation, which also rely heavily on petroleum coke for energy and production processes, are now positioned to benefit from this expanded import access. The amendment ensures that these industries can meet their domestic raw material needs more effectively without facing supply constraints.
