The Ministry of Finance, through the Department of Revenue, issued Notification No. 20/2025-Customs dated March 27, 2025, announcing customs duty exemption on the import of Chana (chickpeas) with effect from April 1, 2025.

The notification, published in the Gazette of India (Extraordinary), modifies earlier customs notifications—No. 11/2018-Customs and No. 11/2021-Customs—to provide clarity and policy alignment regarding import duty treatment for specific agricultural goods.

According to the notification:

Under Notification No. 11/2018-Customs (dated February 2, 2018):

  • The tariff item “0713 20 20”, which pertains to Chana (split chickpeas), has been inserted alongside existing item code “0713 10”.
  • This explicitly brings Chana within the scope of that notification, possibly linking it to an existing concessional duty framework.

Under Notification No. 11/2021-Customs (dated February 1, 2021):

  • The duty entry at Serial No. 3 has been amended to read “Nil”, effectively granting full exemption from basic customs duty for the relevant product(s), which now includes Chana.

Effective Date

These amendments will take effect from April 1, 2025.

The decision has been made in exercise of powers under Section 25(1) of the Customs Act, 1962, along with relevant provisions from the Finance Acts of 2018 and 2021. The notification was signed by Dheeraj Sharma, Under Secretary to the Government of India.
