The Government of India has notified the Indian Civil Accounts Service (ICAS) (Group ‘A’) Recruitment and Service Rules, 2025, introducing a robust regulatory framework governing entry, training, probation, promotion, and service conditions for officers of the Indian Civil Accounts Service. These rules, issued by the Department of Expenditure, Ministry of Finance, have been published in the Gazette of India and supersede all earlier related provisions.

Key Features of the ICAS (Group ‘A’) Rules, 2025

Direct Recruitment:

  • Selection to the ICAS is primarily through the Civil Services Examination conducted annually by the Union Public Service Commission (UPSC).
  • Successful candidates are allocated to the ICAS based on merit and service preferences.

Promotion:

  • Officers from subordinate services within the Civil Accounts Organization may be promoted to the ICAS.
  • Promotions are subject to eligibility criteria, availability of vacancies, and the recommendation of the Departmental Promotion Committee (DPC).

Probation and Training:

  • All direct recruits must undergo a probation period, usually for two years.
  • During probation, officers receive structured foundational and professional training at designated academies.
  • Confirmation in service depends on the successful completion of training and passing of departmental examinations.

Cadre Structure and Career Progression:

  • The service includes multiple grades:
  • Junior Time Scale (JTS)
  • Senior Time Scale (STS)
  • Junior Administrative Grade (JAG)
  • Non-Functional Selection Grade (NFSG)
  • Senior Administrative Grade (SAG)
  • Higher Administrative Grade (HAG)
  • Apex Scale (held by the Controller General of Accounts (CGA))
  • Progression through these grades is based on seniority, qualifying service periods, and performance evaluations.

Deputation and Foreign Assignments:

  • ICAS officers are eligible for deputation to:
  • Central ministries and departments
  • State governments
  • Public sector undertakings (PSUs)
  • International organizations and multilateral financial institutions
  • Deputations are governed by rules issued by the Department of Personnel and Training (DoPT).

Conduct and Disciplinary Rules:

  • ICAS officers are subject to:
  • Central Civil Services (Conduct) Rules, 1964
  • CCS (Classification, Control and Appeal) Rules, 1965
  • These rules ensure accountability, ethical conduct, and discipline in public service.

Retirement and Exit:

  • The standard retirement age is 60 years.
  • Officers may opt for voluntary retirement as per the provisions of the CCS rules.
  • The government may also approve extension or reemployment in exceptional public interest cases.
