The anti-dumping investigation on Mono Ethylene Glycol imports from the countries of Kuwait, Saudi Arabia, and USA was terminated by the government of India. The Ministry of Commerce and Industry has conveyed this through the gazette.

The investigation, initiated in June 2021 based on prima facie evidence of dumping and injury to the domestic industry, included submissions, responses from interested parties, and an oral hearing.

Despite extensive proceedings, the Designated Authority concluded in October 2022 that the domestic industry had not suffered material injury and recommended against imposing anti-dumping duties.

M/s Reliance Industries Limited, a co-applicant in the case, challenged the DGTR’s conclusion before the Customs, Excise & Service Tax Appellate Tribunal (CESTAT), New Delhi. The appellant argued that the findings overlooked critical trends in injury assessment and relied on marginal improvements during the investigation period.

CESTAT agreed with these contentions and remanded the case back to the DGTR for reconsideration, instructing the Authority to re-examine the matter and provide fresh findings.

However, citing outdated investigation data, the domestic industry later sought to withdraw its application. Under Rule 14(a) of the Anti-Dumping Rules, the Designated Authority is mandated to terminate an investigation upon receiving such a request.

Accordingly, the investigation was formally closed, bringing an end to the proceedings against MEG imports from the specified countries.
