According to data released by the Ministry of Finance, India’s Goods and Services Tax (GST) collections soared to an all-time high of Rs. 2.37 lakh crore in April 2025. This marks a 12.6% year-on-year increase, compared to Rs. 2.10 lakh crore collected in April 2024.

Behind this big number are some important changes—refunds have gone up sharply, and the amount of IGST shared with states has gone down. These shifts show that the rise in collections may not tell the full story.

Refunds Surge by Nearly 50%

A striking detail in this month’s GST data is the 48.3% rise in total refunds, amounting to Rs. 27,341 crore, up from Rs. 18,434 crore in April 2024. Refunds on imports alone nearly doubled (up 86%), which contributed to a dip in net revenue growth, recorded at 9.1%.

Analysts suggest the refund spike may be linked to:

  • End-of-year input tax credit (ITC) adjustments,
  • Faster processing times,
  • Potential backlogs cleared in Q4 of FY24.

IGST Settlements to States Decline

Gross IGST collections were strong, but IGST settlements to states declined significantly:

  • Post-settlement SGST + IGST transfers to states fell by 12%.
  • Notable declines were seen in Odisha (-25%), Chhattisgarh (-27%), and Haryana (-3%).
  • Maharashtra, despite leading with Rs. 41,645 crore in gross revenue, recorded 0% growth in IGST share post-settlement.

This shortfall is partly attributed to the Rs. 23,000 crore IGST ad-hoc recovery made by the Centre.

State-Wise Trends Reveal Contrasts

Many states showed moderate to strong growth, and others lagged or declined:

  • High growth states: Lakshadweep (+287%), Arunachal Pradesh (+66%), Meghalaya (+50%), and Madhya Pradesh (+12%).
  • Declining states: Mizoram (-28%), Tripura (-7%).
  • Centre’s jurisdiction showed exceptional growth at +36%, likely due to large taxpayer compliance.
