As part of the Central Government Goods and Services Tax (GST) invoice Incentivisation, the Punjab Chief Minister Bhagwant Mann on Monday launched a ‘Mera bill’ app under the ‘bill liao inaam pao’ (bring a bill, get reward) scheme.

The Chief Minister stated that consumers will be motivated to submit their purchase receipts on the ‘mera bill’ application in order to qualify for entry into a fortunate draw, scheduled to take place on the 7th day of each month. The list of winners will be showcased on the taxation department’s website, and the recipients will also receive notifications via the mobile application.

However, the invoices concerning the procurement and sale of petroleum products (including crude oil, petrol, diesel, aviation turbine fuel, and natural gas) and alcohol, along with B2B (business-to-business) transactions, will not qualify for inclusion in the program.

The prize will amount to five times the taxable value of the goods or services indicated on the receipt, with a maximum limit of Rs 10,000 for each individual reward. A total of 10 prizes will be awarded in each taxation district (with 29 such districts in the state), resulting in a combined count of 290 rewards every month.

The officials have stated that under the Invoice Incentivisation Scheme, those who upload their GST invoices through the app will be eligible to receive cash rewards of up to 1 crore either on a monthly or quarterly basis. The Central Government is planning to implement the same on September 1st 2023.

The officials further emphasized that individuals are allowed to upload a maximum of 25 invoices each month, with each invoice needing to have a minimum purchase value of Rs. 200. By participating in the monthly 500 lucky draw, individuals have the opportunity to win cash prizes amounting to several lakhs of rupees.

Mera Bill Mera Adhikaar is conceptualised as a scheme which incentivises citizens & consumers to ask for genuine invoices from the seller when making business to consumer (B2C) purchases of goods or services, which are under the purview of Goods and Services Tax. This would serve the objective of encouraging tax compliant behaviour, in the business to consumer (B2C) stage of the transactions, by the consumers & business across India.

This initiative aims to achieve several goals, such as promoting and acknowledging the adherence of consumers, motivating businesses to follow tax regulations, enhancing consumer expenditure, and preventing tax evasion.
