GST Portal Glitches: 25,982 grievances raised out of 11.2 Cr GSTR-1 Filings; says Finance Ministry

Taxpayers are always concerned about portal glitches, especially when the due date is approaching. In response to queries raised by Lok Sabha MPs, State Finance Minister Pankaj Chaudhary highlighted that the Goods and Services Tax (GST) system is a robust IT infrastructure, which has effectively executed the GST law, rules, and procedures.

Further mentioned that “It seamlessly integrates with various IT systems of States, CBIC, RBI, Banks, Principal Chief Controller of Accounts, Accounting authorities of States and other stakeholders. An average of 90 lakh GSTR-1 returns are filed per month.”

The Minister added in his reply that the “GST system has a robust grievance handling mechanism allowing taxpayers to register their concerns through the GRP portal. There are no major tickets reported and the number of complaints has significantly reduced over time.

The Minister presented statistics indicating that in the Financial Year 2022-23, there were only 25,982 tickets raised out of a total of 112,086,754 GSTR-1 filings, which is significantly lower compared to the grievances raised in the previous Financial Year. Specifically, in the past FY, there were 36,479 tickets raised out of 102,514,276 filings. Also, the GSTR-1 filing has also been increased significantly in the F.Y. 2022-23.

Regarding the question on various steps taken by the government to address the issue, the minister shared the following information:

“The various steps taken by the Government to address taxpayer's grievances and educate them about new functionalities on GST portals inter-alia include-

  1. Dedicated GST Grievance Redressal Portal;
  2. AI based Chatbot;
  3. Advisories to taxpayers through mail and social media like YouTube, Facebook and Twitter;
  4. Conducting Webinars for dissemination of knowledge about new functionalities released on GST portal; and
  5. Making available learning / educational tools on the GST portal like Help section, FAQs and User manuals.”

The questions were raised by Lok Sabha MPs Kuruva Gorntla Madhav and Dr. Beesetti Venkata Satyavathi. The ministry answered all the questions asked by the MPs regarding portal glitches.

The Finance Ministry mentioned that 14,227 GST appeals are pending as of June 2023. Also, the GST appellate tribunal bench will be set up in a phased manner as requested by the states. The minister also mentioned that there is no concept Of amicable settlement under GST Law and the appeals are decided as per law.
