In a new advisory issued on October 22, 2024, the Goods and Services Tax Network ( GSTN ) has announced updates to the registration process for buyers of metal scrap. This update outlines the procedure for registration compliance requirements for businesses operating in the metal scrap sector by utilising Form GST REG-07.
These changes follow the advisory issued earlier on October 13, regarding the “New GST Provision for Metal Scrap Transactions.”

As per the updated instructions, taxpayers falling under the metal scrap category must select “Others” in Part B of Table 2 under the “Constitution of Business” section on the GST registration form. Upon doing so, a mandatory text box will appear, where the taxpayer must enter “Metal Scrap Dealers.”
This field is now a required input for those choosing the “Others” option.
After filling in the mandatory fields, taxpayers must complete and submit the remaining details in Form GST REG-07 via the GST common portal. This process ensures compliance with the registration requirements outlined in Notification No. 25/2024 – Central Tax, issued on October 9, 2024.
GSTN has urged metal scrap buyers to complete this process without delay to meet the latest GST provisions and avoid non-compliance issues.
