GST2.0: GSTN invites New Consultancy Firm to Prepare Blueprints for Changeover in IT Systems

The Goods and Services Tax Network (GSTN) is in the process of soliciting a fresh consulting firm to create plans for implementing modifications in its Information Technology Systems. Currently, Infosys manages the technological aspect of the GST system. Nonetheless, the agreement with Infosys is set to conclude in September 2024.

The Government anticipates the involvement of a fresh company to elevate the capacity to a higher level. Firms interested in this opportunity can submit their bids until September 5, 2023.

The consultancy firm’s responsibilities will encompass assessing the current system, drawing from seven years of experience with the GST technology system, and crafting a Request for Proposal (RFP) document. This document will outline a roadmap for improvements and operations for the forthcoming contract period.

Though the GST was implemented in 2017, Infosys secured the contract in 2015 at a cost of 1,320 crore rupees by outperforming other highly reputed firms TCS, Wipro, Tech Mahindra and Microsoft to establish technological infrastructure for the GST Network.

The consultancy firm to be selected is the Managed Service Provider (MSP), which is Infosys currently. It is a third-party company that remotely manages a customer’s information technology (IT) infrastructure and end-user systems.

“The contracted period of the current Managed Service Provider (MSP), for development, enhancement and operations of the GST System, is nearing its completion. Hence, GSTN intends to execute a competitive bid to finalize a MSP for operating the GST System through the next term of 7 years starting 1st October 2024,” the GSTN informed.

To qualify for bidding as a consultancy firm for GSTN, it is mandatory for the firm to have achieved an average annual turnover of Rs. 30 crore over the past 3 years specifically from IT consulting services, IT application development for indirect or direct tax, or financial systems within India.

The technical committees will provide necessary suggestions to take the GST to the next level in which the consultancy firm has to provide necessary suggestions and back support for its implementation.

The projects of the GSTN are:

  1. GST
  2. E-way bill
  3. E-invoice
  4. TINXSYS (Tax Information Exchange System) – It is a centralized system facilitating information exchange among Commercial Tax Departments (CTDs) of all States for better administration of inter-state trade.
  5. Invoice Incentivisation

As on 31st July 2023, there are 1.41 Crore taxpayers, 116.41 Crore returns filed and generated 388.18 Crore E-way bills.
