The Goods and Services Tax Network ( GSTN ) has issued an advisory regarding biometric-based Aadhaar authentication and document verification for Goods and Services Tax ( GST ) registration applicants in Assam. The advisory outlines the new process and requirements for applicants seeking GST registration in the state.

As per the amendment to Rule 8 of the CGST Rules, 2017, applicants will now be identified on the GST common portal using data analysis and risk parameters. The authentication process includes biometric-based Aadhaar authentication, capturing the applicant’s photograph, and verifying the original documents uploaded with the application.

The newly introduced functionality, developed by GSTN, has been rolled out in Assam effective from April 1, 2025. It enables document verification and appointment booking for applicants. Upon submission of Form GST REG-01, applicants will receive an email with either of the following links:

  1. A link for OTP-based Aadhaar Authentication, allowing them to continue with the existing process.
  2. A link for booking an appointment at a designated GST Suvidha Kendra (GSK) for biometric authentication and document verification.

Applicants who receive the OTP-based authentication link can proceed as per the conventional process. However, those receiving the appointment booking link must schedule a visit to the designated GSK for biometric authentication and document verification.

The appointment booking feature for Assam applicants became operational on April 1, 2025. Once an appointment is booked, applicants will receive a confirmation email, specifying the date, time, and location of the designated GSK.

At the time of the GSK visit, applicants must carry the following documents:

  • A copy (hard/soft) of the appointment confirmation email.
  • Details of jurisdiction as mentioned in the intimation email.
  • Original Aadhaar Card and PAN Card.
  • Original documents uploaded with the GST registration application.

Biometric authentication and document verification will be conducted at the designated GSK for all individuals mentioned in the GST application Form REG-01. Applicants must complete biometric verification within the stipulated period indicated in the intimation email. Upon successful authentication and verification, the ARN (Application Reference Number) will be generated.

The operational days and working hours of the GSKs will be governed by the state administration’s guidelines.
