In a significant move, the Government of India, through the Ministry of Commerce and Industry, has issued a notification streamlining the Halal certification process for meat and meat products meant for export. The revision comes into effect from October 16, 2024. Issued by the Directorate General of Foreign Trade (DGFT), the new guidelines amend the export policy conditions under the Foreign Trade (Development & Regulation) Act, 1992.
According to Notification No. 34/2024-25, meat products destined for Halal-certified markets must comply with stringent certification requirements under the “India Conformity Assessment Scheme (I-CAS)” of the Quality Council of India (QCI). This applies to meat products exported to countries where Halal regulations are mandatory, such as Bahrain, Indonesia, Saudi Arabia, and the United Arab Emirates, among others.
Under the new policy, producers, suppliers, and exporters must ensure their facilities are certified by a certification body accredited by the National Accreditation Board for Certification Bodies (NABCB). Additionally, exporters must provide valid Halal certificates to buyers in importing countries after shipment, confirming that the products meet both Indian standards and any specific Halal requirements mandated by the importing nation.
The Ministry has also clarified that the rules for exporting non-Halal-certified meat products will remain unchanged.
