ICAI forms Group to Identify Non-Performing Chartered Accountants

The Institute of Chartered Accountants of India (ICAI) has formed a group to study how Government Departments deal with non-performing employees and to identify non-performers in ICAI.

The President, in terms of the authority given to him by the Council at its 363rd meeting held on 12th February, 2017, has constituted a Group to study how Government Departments deal with non-performing employees and to identify non-performers in ICAI, comprising of the following members:-

  1. Sanjay Kumar Agarwal (Convenor)
  2. Sanjiv Kumar Chaudhary
  3. Jay Chhaira
  4. Mukesh Singh Kushwah
  5. Kemisha Soni

Shri V. Kurian

Ms. Priya Dhamija, Consultant (HR) would be the Secretary to the aforesaid Group.

The following are the Terms of Reference of the Group:

To study the procedure followed by the Government Authorities for dealing with non-performing employees

To identify employees who are not working as per the expected level of the specified Job role assigned to them for more than two-three consecutive years (post confirmation) based upon Annual Confidential Report submitted by Supervisor/HoD /Reviewer/Vice Chairman /Chairman of the Committee or frequently on loss of pay and long leave

To design a framework to develop functional and behavioural skills sets of such employees by training, assigning projects and job rotation

To develop the process for mentoring and counselling of such employees at defined period as assigned by the Committee

To make recommendation on how to deal with such employees and

To develop mechanism to initiate appropriate disciplinary proceedings, if needed.
