The Indian Customs Electronic Gateway (ICEGATE) released a comprehensive User Manual for the re-transmission of Shipping Bills (SBs) to the Directorate General of Foreign Trade (DGFT). This initiative aims to simplify the process for exporters and ensure seamless data flow between ICEGATE, ICES (Indian Customs EDI System), and DGFT, especially for cases where initial transmission of shipping bill data may have failed or was incomplete.

The manual provides step-by-step guidance for exporters to re-initiate the transmission of their Shipping Bill details, improving operational efficiency and minimizing delays in benefits processing under various export schemes.

Objective of the DGFT Re-Transmission Feature

The re-transmission feature allows users to resend Shipping Bill data from ICEGATE to DGFT if the initial transmission was unsuccessful. This function is particularly important for exporters claiming benefits like MEIS, SEIS, RoDTEP, RoSCTL, DFIA, DEPB, or Duty Drawback, where proper data transmission to DGFT is essential.

ICEGATE has designed this process to ensure that exporters can handle such data gaps independently through the portal without the need for manual intervention by Customs officers, making the system more transparent and user-friendly.

How the Re-Transmission Process Works

According to the User Manual (Version 0.2) released by ICEGATE​:

  1. Exporters must log into the ICEGATE Portal using their credentials.
  2. Under the “Services” widget, they should navigate to “ICEGATE Enquiry Service” and then select the “DGFT Retransmission Facility (SB)” option.
  3. To submit a Shipping Bill for re-transmission, users need to enter the following details:
    1. Shipping Bill Date
    2. Shipping Bill Number
    3. Port Code
    4. Importer Exporter Code (IEC)

Once submitted, the Shipping Bill details are processed by ICES and subsequently pushed to DGFT for re-transmission. The entire process is expected to take approximately 48 hours from the time of submission.

Checking Retransmission Status

The manual also outlines the procedure for checking the re-transmission status:

  • Users can log into ICEGATE and select “DGFT Retransmission Status Enquiry”.
  • By entering the Shipping Bill Number, Date, Port Code, and IEC, they can view the current status of the re-transmission request.

The status messages may indicate:

  • Invalid Shipping Bill details
  • EGM (Export General Manifest) not filed
  • Provisional assessment pending
  • Shipping Bill already recorded for DGFT transmission today
  • Issues with claim eligibility, such as LIC/DEPB/DFIA/ROSCTL/DBK Scroll not generated
