The Institute of Cost Accountants of India ( ICMAI ) has recently proposed an important amendment to its Cost and Works Accountants Regulations, 1959, announcing the planned relocation of its headquarters from Kolkata to Delhi.
In the notification published in the Gazette of India on October 7, 2024, the Institute of Cost Accountants of India ( ICMAI ) introduced the draft amendment under Regulation 89 of the principal regulations.

In accordance with sub-section (3) of Section 39 of the Cost Accountants Act, 1959 (Act 23 of 1959), these draft regulations are being published for the information of all stakeholders who may be affected by the proposed changes.
The amendment seeks to substitute the word "Kolkata" with "Delhi" indicating the shift of the Institute’s main office from its longstanding location in Kolkata to the nation's capital. The proposed amendment will come into effect upon its final publication in the Official Gazette.
Public and Stakeholder Involvement
In its notification, the Institute of Cost Accountants of India ( ICMAI ) has called upon stakeholders and members of the public to share their objections or suggestions regarding the draft amendment. Feedback must be submitted within 30 days of the notice’s publication date (by November 6, 2024) and only through the designated online form available on the Institute’s official website.

Importantly, submissions sent via email, post, or in person will not be considered. The Institute of Cost Accountants of India ( ICMAI ) will review all feedback received within the specified period and incorporate any relevant considerations before finalizing the regulation.
The amendment will come into effect upon final approval and publication in the Official Gazette. D.P. Nandy, Additional Secretary of the Institute of Cost Accountants of India ( ICMAI ), is overseeing the process and ensuring transparency throughout the regulatory change.
