The State Finance Minister, K N Balagoapal, presented the Kerala Budget 2024 to the Legislative Assembly on February 5, 2024. The minister criticised that the Financial Crisis occurred in Kerala was due to lack of GST share contribution from the Central Government. The minister also highlighted the same with numbers and data.

  1. ‘Amnesty 2024’ Tax Arrears Resolution Scheme is announced.

  3. Judicial Court Fee in the State increased to Rs. 250 for dishonoured cheques up to Rs. 10,000, and 5%  of the cheque amount for values exceeding Rs. 10,000, capped at a maximum of Rs. 3,00,000, as per Section 138 of the Negotiable Instrument Act 1881.
  4. Rs. 1,000 Court Fees for appeals filed by the accused in the Sessions Court and half of the Court Fees paid in the trial court for complainant appeals in the High Court.
  1. A Court Fee of one-tenth of the cheque amount for revision petitions filed by the complainant before the High Court and Rs. 1500 for revision petitions by accused against revision petitions.
  2. The department is actively working to enhance its activities and modernise infrastructure through a ₹3 crore allocation in the 2024-25 budget, aiming to boost revenue income.
  3. ₹ 4 crore is allocated in 2024-25 for general awareness programmes and capacity development related to goods and services tax.
  4. ₹ 3 crore is designated for shifting SGST, Intelligence and Audit offices under the SGST Department to special buildings and for renovation of the existing buildings.
  5. ₹ 6.80 crore is appropriated for the GST Department including ₹ 3.80 crore for the purchase of new vehicles.
  6. ₹ 2.11 crore is allotted to Kerala State Audit Department including the updation of the software ‘Project Information and Management System
  7. Electricity Duty Raises from Rs. 6 paise per unit to Rs. 10 paise per unit and rate enhanced to Rs. 15 paise per unit.
  8. Govt to Withdraw Contributory Pension, 3 Member Committee to mull over “Assured Pension” Scheme
  9. Gallonage fee of Rs. 10 imposed on sale of Indian-made foreign liquor, expecting an additional revenue of Rs. 200 crores.
