Lok Sabha Speaker Forms Select Committee to Review Income Tax Bill, 2025

The Lok Sabha Speaker has constituted a 31-member Select Committee to examine the Income-Tax Bill, 2025. Senior BJP leader and MP Baijayant Panda has been appointed as the Chairperson of the committee, which is tasked with scrutinizing the provisions of the new tax legislation before it is passed into law.
The announcement was made through Lok Sabha Bulletin-Part II, listing the composition of the Select Committee, which includes a mix of ruling party MPs and opposition leaders, ensuring a broad representation.

The 31-member panel comprises parliamentarians from various parties, reflecting the multi-party nature of the Indian Parliament. The ruling National Democratic Alliance (NDA) has a majority in the committee, with significant representation from the Bharatiya Janata Party (BJP), Janata Dal (United) (JD-U), Telugu Desam Party (TDP), and Shiv Sena.

The Income-Tax Bill, 2025, introduced by Finance Minister Nirmala Sitharaman on February 14, 2025, aims to replace the six-decade-old Income Tax Act, 1961. It seeks to simplify tax laws, reduce litigation, and streamline the tax structure for better compliance and ease of doing business.
Some of the major reforms in the Income-Tax Bill, 2025 include:
- Reduction in the number of sections from 298 to 536 and pages from over 800 to 622, making the tax code more concise.
- Introduction of a 'tax year' concept, replacing the existing ‘assessment year’ and ‘previous year’ structure.
- Expanded powers for tax authorities, allowing access to electronic records, emails, social media, and online banking transactions of taxpayers during searches. This provision has sparked debates on privacy concerns and potential misuse.
The Select Committee will thoroughly examine these provisions before presenting its report and recommendations to the Lok Sabha.
