The Maharashtra Customs Commissioner has announced the implementation of an electronic voluntary payment system through the ICEGATE e-Payment platform. This initiative aligns with the government’s mission to digitize services and transition to a paperless operational framework.
The new Voluntary/Self-Initiated Payment (SIP) functionality replaces the manual TR-6 payment system, enabling registered users to generate self-initiated challans and complete payments electronically without requiring prior approval from customs officers.
Features of the New System:
- Post-Login Access for Registered Users: The Voluntary Payment module is accessible only to users registered on ICEGATE. Payments pertain to past import/export transactions and are not intended for customs duties on live consignments.
- Seamless Payment Processing: Users can submit payments digitally through the platform, and the system ensures instant routing of payments via the Electronic Cash Ledger. Payment proofs are submitted to the relevant sections for further processing and verification.
- Supported Payment Modes: The platform allows payments through Internet banking with nine authorized banks, NEFT/RTGS via RBI, and Payment aggregators. Testing is underway to expand the number of supported banks.
- Elimination of Manual TR-6 Payments: Manual TR-6 challans will be phased out starting January 1, 2025. Exceptions will require explicit approval from the Pr. Commissioner of Customs with documented justification.

The electronic system significantly reduces processing time compared to manual methods. Payment details can be verified online through the ICEGATE portal. A user manual is available on the ICEGATE website to guide users through the new process.
The Voluntary Payment facility covers a wide range of scenarios, including but not limited to:
- Payments related to investigations, audits, or compliance.
- Duty, interest, and penalties for licenses, authorizations, or notices under the Customs Act, 1962.
- Pre-deposits for appeals, fines, or arrears.
- Fees for services like amendments to shipping bills or bills of entry.
Customs officers at Nhava Sheva have been directed to prioritize the adoption of the electronic payment system and avoid manual payment processing unless explicitly authorized. The field officers can monitor voluntary challan payments through the ICEGATE portal's "Payment Status - Voluntary Payment" feature.
