MCA-21 Portal Update: MCA releases Change Request Form

MCA has released Change Request Form for Submission of Requests to RoC for purposes other than existing forms and services

On the 19th of February, 2024, the Ministry of Corporate Affairs ( MCA ) issued a circular introducing the utilization of the Change Request Form ( CRF ) on the MCA-21 platform. Stakeholders are hereby notified that the CRF is now accessible on the V3 portal, enhancing the user experience of MCA-21 services.

This web-based form is reserved for exceptional circumstances, allowing stakeholders to submit requests to the Registrar of Companies ( RoCs ) for purposes not addressed by existing forms, services, or functionalities at either the Front Office ( MCA-21 service users ) or Back Office ( RoCs ) levels.

The primary objectives of this form include rectifying Master Data and complying with specific directives from Courts/Tribunals, scenarios not accommodated by the current MCA-21 system’s forms or services.

RoCs are expected to process the form within 03 days of filing, subsequently forwarding it to the Joint Director ( e-governance cell ). The Joint Director will then make a decision on the matter within a maximum time frame of 07 days. This streamlined process aims to expedite the resolution of requests submitted through the Change Request Form on MCA-21.

The General Circular stated, “Stakeholders are informed that Change Request Form ( CRF ) has been made available on V3 portal for the convenience of users of MCA-21 services. This web- based Form is to be used only under exceptional circumstances, for making a request to Registrar of Companies ( RoCs ), for the purposes which cannot be catered through any existing form or services or functionality available either at Front Office level ( users of MCA-21 services ) or Back Office level ( RoCs ).

It is not a substitute to any reporting, application and registry requirements as per Companies Act, 2013, and LLP Act, 2008, and for such purposes the Form shall not be entertained and requests through this form are liable to be summarily rejected. This Form should also not be used as a substitute for any approval related and registration related queries for which existing tickets and help desk facilities must be used.

This Form primarily is intended to be used for purposes like Master Data correction and to comply with certain directions of Courts/Tribunals, which ordinarily cannot be complied with through existing functionality of forms or services on the MCA-21 system.”

The Form should be processed by RoCs within 03 days of its filing, after which it should be forwarded to the Joint Director ( e-governance cell ), who shall process and decide the matter within a maximum time of 07 days.”
