Mera Bill Mera Adhikar Scheme - GST - related Consumer Rights - TAXSCAN

The Goods and Service Tax (GST) is an indirect federal sales tax that is levied on the cost of certain goods and services that are sold for domestic consumption. The tax is paid by the consumers, but it is remitted to the government by the businesses selling such goods and services. According to the GST regime, the tax is levied at every point of sale. GST has been remarked as a landmark tax reform that has simplified the indirect tax system in India.

One of the most important benefits of GST is that it empowers consumers to claim their right to a proper invoice for every purchase they make. The GST invoice is a document that contains the details of the goods and services that are sold. It also serves as a proof of supply and helps in availing the input tax credit (ITC). The ITC mechanism allows the taxpayer to deduct the tax paid on their purchases from the tax payable on their sale of goods and services. It prevents the customers from double taxation and also reduces the cost of production making it more convenient for the customers to use the goods and services.

The Slogan “Mera Bill Mera Adhikar” which means “My Bill My Right” is a campaign launched by the Central government to create awareness among customers about their right to demand a GST invoice/bill from the sellers every time they make a purchase. A notable aspect of this program is that individuals who upload the GST invoice could potentially receive a cash prize ranging from Rs. 10 lakhs to Rs. 1 crore through a draw of lots. The minimum purchase value of the invoice to be considered for the lucky draw is Rs. 200/- and the individuals can upload a maximum of 25 invoices/bills in a month. However, it excludes the invoices concerning the procurement and sale of petroleum products (including crude oil, petrol, diesel, aviation turbine fuel, and natural gas) and alcohol, along with B2B (business-to-business) transactions.

The main objective of this scheme is to educate the customers at large about the benefits of GST and the way by which they can contribute to the nation’s development by paying their taxes honestly. It encourages customers to report cases of tax evasion or fraud by using the GST helpline number or raising a complaint through the online portal. It is beneficial for the customers as they can ensure that they are paying the correct amount of tax and verify the authenticity of the invoice by scanning the QR code or checking the e-way bill number on it. It also aims to achieve several goals, such as promoting and acknowledging the adherence of consumers, motivating businesses to follow tax regulations, enhancing consumer expenditure, and preventing tax evasion.

The “Mera Bill Mera Adhikar” scheme symbolizes a citizen’s responsibility to demand a proper GST invoice/bill. This campaign not only empowers the consumers but also supports the government’s initiatives to tackle corruption and promote a culture of compliance by ensuring transparent transactions and contributing to a prosperous India, every citizen of India can play a vital role in the nation’s growth.
