Ministry of Law & Justice Launches Notary Portal: Application Submission, COP Renewal and Auxiliary Functions Go Online
As of March 25, 2025, the government has issued over 26,600 digitally signed Certificates of Practice to newly appointed notaries.

In a significant step towards digital India, the Ministry of Law and Justice has launched the online Notary Portal to streamline processes related to notarial services under the Notaries Act, 1952, and the Notaries Rules, 1956. The launch aims to provide a seamless, paperless, and transparent system for interactions between notaries and the government, facilitating various functions online.
The Information was provided by the Minister of State (Independent Charge) for the Ministry of Law and Justice and Minister of State in the Ministry of Parliamentary Affairs, Arjun Ram Meghwal as a written reply to a question in the Lok Sabha on March 28, 2025.

The announcement was made public through a Press Information Bureau (PIB) release on March 28, 2025 explains that the Notary Portal will enable notaries to perform crucial functions such as submitting applications for appointment, verifying eligibility, obtaining digitally signed Certificates of Practice (COP), renewing COPs, changing the practice area, and submitting annual returns.

As of March 25, 2025, the government has issued over 26,600 digitally signed Certificates of Practice to newly appointed notaries across various states and union territories through the Notary Portal. The change marks a significant shift from the previous system, where physical certificates were issued, often leading to inadvertent delays and logistical challenges.

At present, the portal has gone live with its document verification and eligibility assessment module, along with the issuance of digitally signed COPs. The rollout of additional features, including renewal applications, change of practice area requests, and annual return submissions, is expected in subsequent phases to fully operationalize the platform.
