India extends ADD on Faced Glass Wool in Rolls imported from China by six months

The Ministry of Finance has extended the anti-dumping duty on imports of Faced Glass Wool in Rolls from China by six months, till 17 June 2026

The Ministry of Finance, Government of India, through Notification No. 34/2025–Customs (ADD) dated 15 December 2025, has announced the extension of the anti-dumping duty on imports of Faced Glass Wool in Rolls originating in or exported from China by a further six months, up to 17 June 2026.

Faced Glass Wool in Rolls is an insulation material widely used in construction, HVAC systems, and industrial applications. The product falls under Customs Tariff Heading 7019. India had originally imposed the anti-dumping duty on this product in March 2021 after finding that imports from China were being dumped at unfairly low prices, causing injury to domestic manufacturers.

According to the notification, the extension has been granted as a sunset review of the existing anti-dumping duty is currently underway. The review was initiated by the Designated Authority in June 2025 under the Customs Tariff Act, 1975 and the Anti-Dumping Rules, 1995. During such reviews, the government is allowed to extend the duty to ensure that domestic industry does not face harm while the investigation is still in progress.

The notification amends the earlier Notification No. 14/2021–Customs (ADD) dated 18 March 2021, which first imposed the duty. A new paragraph has been inserted to clearly state that the anti-dumping duty will continue up to and including 17 June 2026. The government has clarified that the duty may still be revoked, superseded, or modified before this date depending on the outcome of the review.

Anti-dumping duties are imposed to protect domestic producers from unfair trade practices, especially when imported goods are sold below their normal value. Industry sources say the extension will provide temporary relief to Indian manufacturers of glass wool products, who have been facing price pressure due to cheaper imports.

The final decision on whether the duty will continue beyond June 2026 will depend on the findings of the sunset review. Until then, imports of Faced Glass Wool in Rolls from China will continue to attract anti-dumping duty as per the existing rates.
