India Terminates Anti-dumping Probe on Para Nitrotoluene Imports from European Union

DGTR has terminated the anti-dumping investigation on Para Nitrotoluene imports from the European Union following the withdrawal of the application by the domestic industry.

The Ministry of Commerce and Industry, Government of India, through the Directorate General of Trade Remedies (DGTR), issued a Termination Notification in Case No. ADD (OI)–21/2025 dated 11 December 2025, announcing the termination of the anti-dumping investigation into imports of Para Nitrotoluene (PNT) originating in or exported from the European Union.

Para Nitrotoluene is a key chemical intermediate used in the manufacture of dyes, pigments, agrochemicals, pharmaceuticals, and other industrial products. The investigation had been initiated earlier this year following a complaint by Aarti Industries Limited, which alleged that PNT was being dumped into the Indian market from the European Union at unfairly low prices, causing injury to the domestic industry.

Based on prima facie evidence submitted by the applicant, the DGTR had initiated the anti-dumping probe on 16 June 2025 under the provisions of the Customs Tariff Act, 1975 and the Anti-Dumping Rules, 1995. After the initiation, the authority informed exporters, importers, foreign producers, and other interested parties, and invited them to submit data and responses as part of the investigation process.

During the course of the investigation, Aarti Industries Limited withdrew its application. In an email dated 26 November 2025, the company informed the DGTR that it was withdrawing the complaint due to significant changes in market conditions after the investigation period and requested that the probe be terminated.

The DGTR examined the request and noted that Rule 14(a) of the Anti-Dumping Rules allows for immediate termination of an investigation if the domestic industry, at whose request the investigation was initiated, seeks withdrawal in writing. Since the withdrawal came directly from the applicant, the authority decided to close the investigation without proceeding further.

Therefore, the DGTR has terminated the anti-dumping investigation without making any findings regarding dumping, injury, or the need for an anti-dumping duty. No anti-dumping duty will be imposed on imports of Para Nitrotoluene from the European Union following this decision.

For Indian importers and downstream users of PNT, the termination brings regulatory clarity and ensures uninterrupted imports. At the same time, the DGTR has clarified that a fresh investigation may be initiated in the future if a new application is filed with adequate evidence.
