The Directorate General of Foreign Trade ( DGFT ) has released Trade Notice No. 20/2024-25 on October 7, 2024, clarifying the rules for importing and re-importing exhibits and samples for demonstration purposes.
It has been notified that there is no requirement for import authorisation for Import/ Re-import of Exhibits and Samples for Demo under Handbook Procedures, 2023.
This decision came after many trade and industry members sought clarification on whether they needed import authorization or registration under the Import Monitoring Systems for exhibition goods of Indian origin that were sent abroad for display. Many businesses were confused about the requirements for importing goods meant for exhibitions, highlighting the need for clear guidelines.

The DGFT has pointed out Para 2.60 of the HBP 2023, which explains the procedures for importing "Exhibits and Samples." This section states that the import and export of exhibits on a re-export basis can happen without needing import authorization, as long as certain conditions are fulfilled. Importers must provide a bond or security to Customs or use an ATA Carnet, a document that allows for the duty-free and tax-free temporary export and import of goods.
After reviewing the situation, the DGFT has confirmed that importing and re-importing "Exhibits and Samples" for demonstrations, displays, and participation in fairs, both in India and abroad, will follow Para 2.60 of the HBP 2023. This means that businesses will not need prior import authorization or registration under the Import Monitoring Systems, as long as they meet all other compliance requirements outlined in Para 2.60.
