Annual Return Filing Deadline Extended for PIBOs and PWPs
The extension aims to ease compliance challenges while ensuring effective implementation of EPR guidelines and reducing pollution from mismanaged plastic waste.

As per the communication received from the Central Pollution Control Board (CPCB), under the Ministry of Environment, Forest and Climate Change (MoEFCC), dated May 29, 2025, the deadline for filing annual returns by registered Producers, Importers & Brand Owners (PIBOs) and Plastic Waste Processors (PWPs) for the financial year 2024-25 has been extended till July 31, 2025.
This extension is granted as a special case to ease compliance and address practical difficulties, while ensuring continued adherence to the principles of environmentally sound management of plastic packaging waste under the Extended Producer Responsibility (EPR) guidelines. The aim is to support effective implementation and reduce pollution caused by mismanaged or littered plastic waste.

PIBOs and PWPs are two main groups that help manage plastic waste in India under the EPR rules in India.
PIBO stands for Producers, Importers, and Brand Owners. These are companies that bring plastic packaging into the market. Producers make the plastic packaging. Importers bring in products or packaging made of plastic from other countries. Brand Owners sell products under their own brand name, even if they don’t make the packaging themselves like online stores or big supermarkets.

Under the EPR rules, PIBOs are responsible for collecting and managing the plastic waste that comes from their products. They need to register with the pollution control board and meet certain targets for plastic waste collection and recycling. To meet these targets, they usually work with Plastic Waste Processors or buy EPR certificates from them.

PWPs, or Plastic Waste Processors, are companies that actually handle and treat plastic waste in the right way. This includes recyclers who turn plastic into new products, plants that turn plastic into energy or oil, and composting units that handle biodegradable plastics.
PIBOs and PWPs work closely together. PIBOs have to take care of the plastic waste they create, and PWPs help them by processing that waste. In return, PWPs give them certificates for the amount of plastic they have handled. PIBOs use these certificates to show they’ve followed the rules.
This system helps reduce plastic pollution, encourages recycling, and supports better use of plastic waste in the long run.
The extension is in accordance with the provisions of the Plastic Waste Management (Second Amendment) Rules, 2023.
