Bar Council of Delhi Cancels Licenses of Over 100 Advocates for Fake Degrees [Read Notification]

The Bar Council of Delhi (BCD), following directives from the Bar Council of India (BCI), has permanently removed over 100 individuals from its roll of advocates after their educational qualifications were found to be fake or forged. The action immediately cancels their licenses to practice law.
Between June 2023 and September 2025, the BCD issued notifications invalidating the enrolments of these individuals under the Proviso to Section 26(1) of the Advocates Act, 1961. The removals were based on reports from universities that the LL.B degrees, graduation mark sheets, or other academic certificates submitted during enrolment were fraudulent.

The BCI conducted disciplinary proceedings through its Sub-Committee, whose orders were ratified by its General Council. The verification process examined the entire educational history of the advocates, revealing multiple cases of fake LL.B degrees as well as forged 10th, 12th, B.Com, and B.A certificates.
Notable cases include:
- Joginder Chawla -B.Com degree reported fake.
- Sahibey Alam - Senior Secondary certificate found forged.
- Vaibhav Chauhan - 10th & 12th mark sheets fake.
- Shiv Dutt Bakshi, Saket Kumar, Pawan Kumar - B.A degrees found fraudulent.
In some instances, proceedings were closed due to the death of the individual, while a few voluntarily surrendered their enrolment certificates.
The Bar Council of Delhi has circulated the notifications to the Secretary of BCI, State Bar Councils, Supreme Court and High Court registrars, district judges in Delhi, the Ministry of Law & Justice, and the Delhi Police. Bar Associations have also been asked to display the notifications publicly. Affected advocates have been directed to return their enrolment certificates and identity cards immediately.
