Budget 2026: ₹10 Lakh Cap on Courier Exports Scrapped, Customs Go Fully Digital
Courier exports get a boost as the Rs. 10 lakh consignment cap is scrapped and customs moves to end-to-end digital clearances under a single window.

The Union Budget for the Financial Year 2026–27 was presented by Finance Minister Nirmala Sitharaman in the Lok Sabha today (Sunday, 1 February 2026), with the Government announcing the removal of the Rs. 10 lakh value cap per consignment on courier exports and a set of measures aimed at digitalising customs processes.
The Finance Minister said the removal of the value cap will apply to all courier exports, enabling exporters to ship consignments of any value through the courier mode. The change is intended to support small businesses, artisans and start-ups that rely on courier and e-commerce channels for exports.
Sitharaman also announced improvements in the processing of rejected and returned courier consignments. The government will use technology to better identify such consignments and streamline their handling, with the objective of reducing delays and compliance issues faced by exporters when shipments are returned.
As part of broader customs reforms, the Budget proposes the integration of approvals and clearances from multiple government agencies through a single digital window. The system will cover processes related to food, drugs, plant, animal and wildlife products, which account for a significant share of inter-agency cargo.
In addition, a Customs Integrated System will be rolled out over the next two years as a single, scalable digital platform for all customs-related operations. The platform is intended to replace multiple existing systems and enable end-to-end digital processing.
The Finance Minister further said that low-risk goods with no compliance requirements will be granted customs clearance immediately after online registration and payment of duty, without the need for additional approvals.
