CBIC empowers DGARM Officer to Oversee Passenger Name Record Data, amends Seizure Powers under Customs Act [Read Notification]

The Central Board of Indirect Taxes and Customs ( CBIC ) has issued two important notifications to strengthen customs administration and risk management, with effect from October 1, 2025.
Through Notification No. 62/2025-Customs (N.T.), the Board has appointed the Principal Additional Director General or Additional Director General of the National Customs Targeting Centre–Passenger (NCTC-Pax), under the Directorate General of Analytics and Risk Management (DGARM), as a Principal Commissioner or Commissioner of Customs.
The officer will now exercise jurisdiction across the whole of India for the purpose of receiving and processing Passenger Name Record (PNR) information under the Passenger Name Record Information Regulations, 2022. In addition, the officer has been designated as the “proper officer” to carry out functions specified under Sections 30A and 41A of the Customs Act, 1962, relating to reporting requirements for aircraft and vessels.

A second notification, issued in parallel and numbered 63/2025-Customs (N.T.), makes amendments to the earlier CBIC notification issued in March 2022. The amendment substitutes certain entries in the notification to extend the powers of designated customs officers under Section 110 of the Customs Act. Specifically, it empowers officers under serial numbers 6 and 7 of the table to exercise authority under sub-sections (1), (3), and (5) of Section 110, which relate to the seizure, custody, and disposal of goods liable for confiscation.
These measures are aimed at tightening risk-based targeting of passengers and strengthening enforcement powers for handling smuggling and other customs-related violations.
By empowering the NCTC-Pax with nationwide authority over passenger data, the CBIC is seeking to improve intelligence-driven interventions and bolster India’s border security framework.
