The Ministry of Finance, Government of India, through the Central Board of Indirect Taxes and Customs (CBIC), issued Circular No. 28/2025-Customs dated 15 November 2025, announcing the launch of a new online module on ICEGATE 2.0 for permissions under Section 65 of the Customs Act, 1962.
According to CBIC, the new module aims to make the application and approval process faster, transparent, and user-friendly. Until now, businesses applying for permissions under Section 65 often faced delays due to paperwork and manual procedures. With the online system, companies can file applications digitally and track them through a single platform.
The circular explains that the module covers two important regulations: MOOWR, 2019 and MOOSWR, 2020. MOOWR applies to warehouses licensed under Section 58 of the Customs Act, while MOOSWR applies to special warehouses licensed under Section 58A of the Customs Act.
These permissions allow companies to carry out manufacturing or other operations inside bonded or special warehouses without paying duties upfront.

To help users, CBIC has uploaded detailed User Manuals on the ICEGATE website. These guides provide step-by-step instructions with screenshots so that both traders and customs officers can learn how to use the new system. The circular advises all users to read these manuals before submitting applications.
For technical difficulties, CBIC has set up a dedicated support system. Traders can write to icegatehelpdesk@icegate.gov.in, while departmental officers may escalate issues to saksham.seva@icegate.gov.in for quicker resolution. This ensures that teething problems with the new system can be addressed promptly.
The circular also instructs Chief Commissioners of Customs across the country to issue Public Notices mentioning the port codes that will be used for receiving and processing Section 65 of the Customs Act applications in their jurisdictions.
The circular is a major step towards digitising and simplifying approvals for manufacturing and other operations inside customs-bonded warehouses. This will give clarity to businesses and ensure smooth implementation of the new module.
