CBIC Launches SWIFT 2.0 for Unified Digital EXIM Clearance [Read Circular]
CBIC announced the launch of SWIFT 2.0 as a single digital platform for all PGA NOC processing, effective 1 December 2025.

The Ministry of Finance, Department of Revenue, Central Board of Indirect Taxes and Customs (CBIC) issued Circular No. 29/2025-Customs dated November 21, 2025, announcing the launch of a new and upgraded digital platform called SWIFT 2.0.
This circular informs all Customs formations and the trading community that SWIFT 2.0 will now act as a single digital touch point for importers, exporters, and Partner Government Agencies (PGAs) for processing No Objection Certificates (NOCs).
CBIC explains that this upgraded system has been developed to make import and export procedures faster, simpler, and fully digital. Earlier, the older SWIFT platform only acted like a document storage system, and traders still had to visit or upload documents separately on the portals of agencies like FSSAI, Animal Quarantine, or Plant Quarantine.

With SWIFT 2.0, this burden is removed because all data and documents required by these agencies can now be submitted at one place, through a unified system.
The circular highlights several key benefits of SWIFT 2.0. Importers and exporters can submit all additional information required for NOC processing directly in the system. They can also track the status of their applications, receive real-time SMS and email alerts, respond to queries raised by PGAs, and make online payments for PGA fees.
Another major improvement is that visual inspection schedules from PGAs will also appear in SWIFT 2.0, and traders can download approved NOCs digitally without visiting any office.
CBIC also states that SWIFT 2.0 will gradually integrate more than 60 PGAs in phases. As part of the first phase, three major PGAs have been fully onboarded:
- AQCS – Animal Quarantine and Certification Services
- PQMS – Plant Quarantine Management System
- FSSAI – Food Safety and Standards Authority of India
Annexures attached to the circular provide detailed lists of the data fields, document requirements, and codes that importers must enter for these agencies while filing a Bill of Entry.
The circular makes it clear that all these new data fields and documents must be submitted correctly at the time of filing the Bill of Entry or through the SWIFT 2.0 dashboard whenever the goods require clearance from any of the three PGAs. This marks a shift to a completely digital, integrated, and paperless clearance mechanism.
Finally, CBIC directs all field officers to issue Public Notices/Trade Notices to educate stakeholders and ensure smooth implementation. It also confirms that mandatory filing for all three PGAs through SWIFT 2.0 will start from 1 December 2025. Any challenges or operational issues must be reported to the Board promptly.
