The Central Board of Indirect Taxes and Customs (CBIC), under the Ministry of Finance (Department of Revenue), issued Notification No. 46/2025-Customs dated October 29, 2025, announcing new customs duty and Agriculture Infrastructure and Development Cess (AIDC) rates for the import of Yellow Peas (Tariff item 0713 10 10).
According to the notification, the government has decided to fix the customs duty at 10% and the AIDC at 20% on Yellow Peas imported into India. The new rates will apply to all consignments where the Bill of Lading is issued on or after November 1, 2025.
The decision has been taken under the powers conferred by Section 25(1) of the Customs Act, 1962 and Section 124 of the Finance Act, 2021, allowing the Central Government to provide exemptions or modify import duties when it considers it necessary in the public interest.
This step is to balance domestic agricultural interests and import requirements, ensuring both farmers and consumers are protected from extreme market fluctuations.

Alongside this, CBIC also issued Notification No. 47/2025-Customs on the same date, which amended an earlier notification (No. 64/2023-Customs dated December 7, 2023). The amendment changes the validity period of certain earlier exemptions by advancing the end date from March 31, 2026, to October 31, 2025. This means the previous duty benefits or relaxations will now end earlier than originally planned.
The revised rates and conditions are expected to guide importers in planning their shipments accordingly from November 1, 2025.
