The Ministry of Finance (Department ofRevenue), through the Central Board of Indirect Taxes and Customs (CBIC), has issued Notification No. 73/2025-Customs (N.T.) dated November 4, 2025, announcing amendments to the Transhipment of Cargo to Nepal under Electronic Cargo Tracking System (ECTS) Regulations, 2019.

Under this new notification, the CBIC has revised Regulation 3 of the 2019 regulations, which defines the applicability of the ECTS system. The amendment expands and clarifies the routes and ports covered under the system for transhipment of cargo from India to Nepal.

As per the revised regulation, the Electronic Cargo Tracking System will now apply to cargo transported from the ports of Kolkata, Haldia, and Visakhapatnam in India to the following destinations:

1. Birgunj in Nepal - by rail,

2. Batnaha in India - by rail, and then from Batnaha to Biratnagar in Nepal - by road,

3. Biratnagar in Nepal - by rail, and

4. Indian Customs Yard at Jogbani - by rail, and then from Jogbani to Biratnagar in Nepal - by road.

This amendment strengthens the customs control process by allowing goods destined for Nepal to be monitored through an electronic tracking system during their movement. It will help reduce delays, improve logistics efficiency, and ensure real-time visibility of cargo during transit.

The notification also states that the amended regulations will come into effect immediately from the date of publication in the Official Gazette.

The principal notification, No. 68/2019-Customs (N.T.), which first introduced the ECTS regulations, was issued on September 30, 2019, and was last amended through Notification No. 51/2023-Customs (N.T.) dated July 11, 2023.
