In a significant move to protect domestic manufacturers, the Central Government has imposed anti-dumping duty (ADD) on imports of Potassium Tertiary Butoxide (KTB) and Sodium Tertiary Butoxide (STB) originating from or exported via China and the United States. The duties, effective immediately, will remain in force for a period of five years unless revoked or amended earlier.
According to Notification No. 20/2025-Customs (ADD) issued by the Department of Revenue, Ministry of Finance, the decision follows final findings of the Directorate General of Trade Remedies (DGTR), which concluded that the products were being imported at prices significantly below their normal value, causing material injury to the Indian domestic industry.
The DGTR found evidence that both chemicals were being dumped into the Indian market from the People’s Republic of China and, in the case of KTB, also from the United States, leading to price undercutting and loss of market share for local producers.
Based on the findings, ADD has been imposed at varying rates depending on the country of origin, exporting country, and producer. For instance, imports of KTB from Chinese producer GenChem & GenPharm (Changzhou) Co. Ltd. will attract a duty of USD 929 per metric tonne, while the same chemical from other Chinese producers will face a duty of USD 1,710 per metric tonne. KTB imports from the US or via any third country will be subject to ADD ranging from USD 984 to USD 1,710 per metric tonne.
In the case of STB, no duty has been levied on imports from GenChem & GenPharm (Changzhou) Co. Ltd., but other producers from China will be subject to a duty of USD 304 per metric tonne.
The government stated that the ADD is intended to counterbalance the injury caused to the domestic industry by unfair trade practices and restore a level playing field. The duties are in line with Sections 9A(1) and 9A(5) of the Customs Tariff Act, 1975, and the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.
The duty will be collected in Indian currency, with the exchange rate determined as per the applicable customs notifications on the date of filing the bill of entry.
