The Finance Ministry's Revenue Department has imposed an anti-dumping duty on imports of Calcium Carbonate Filler Masterbatch from Vietnam. This has been done through Notification No. 37/2025-Customs (ADD) dated December 24, 2025.

The product covered is Calcium Carbonate Filler Masterbatch, which comes under customs tariff code 3824 99 00. This is a material widely used in the plastics industry to cut costs and improve qualities like strength in plastic items.

The decision came after an investigation by the Directorate General ofTrade Remedies (DGTR). They looked at import prices, export patterns from Vietnam, and how Indian makers of the same product were affected.

The DGTR found that Vietnamese exporters were selling this product in India at prices much lower than its fair value. This is called dumping. It also caused real harm to Indian manufacturers.

The investigation showed that the price of these imports landing in India was below what Indian producers were charging. This led to unfair competition and made it hard for local companies to sell their goods.

Based on this, the DGTR suggested imposing the anti-dumping duty to stop the harm to Indian industries. The central government agreed and put the duty in place.

The notification sets fixed duty amounts in US dollars per metric tonne for different Vietnamese producers. Higher duties apply to producers not listed by name and also to goods sent through other countries.

This anti-dumping duty will stay for five years from the notification date, unless it's stopped, changed, or replaced earlier. The duty must be paid in Indian rupees, using the exchange rate set by customs rules.
