Centre Notifies New Recruitment Rules - 2025 for Assistant Director - Enforcement - Directorate of Enforcement - taxscan

The Ministry of Finance has notified the Directorate of Enforcement, Assistant Director of Enforcement (Group ‘A’ Post) Recruitment Rules, 2025 through a Gazette notification dated 8th September 2025.

The notification is issued under the proviso to Article 309 of the Constitution, these rules supersede the earlier 2020 recruitment rules and will regulate the method of recruitment, service conditions, and eligibility criteria for the post of Assistant Director of Enforcement in the Directorate of Enforcement.

As per the new rules, the post of Assistant Director of Enforcement has been classified under General Central Service, Group ‘A’, Gazetted, Non-Ministerial at Level-10 of the pay matrix (₹56,100–₹1,77,500). A total of 255 posts have been sanctioned, subject to variation depending on workload. The post has been designated as a selection post, with a probation period of two years for appointees.

The recruitment to the post will be carried out through a mix of promotion and deputation. Specifically, 60% of the vacancies will be filled by promotion, failing which by deputation (including short-term contracts), while 40% will be filled exclusively by deputation.

For promotion, 92% of the quota is earmarked for Enforcement Officers in Level-8 with four years of regular service and prescribed training, and 8% for Superintendents in Level-7 with five years of regular service and training.

The deputation eligibility extends to officers from Central or State Governments, Union Territories, CBI, RBI, and public sector banks with requisite service and at least three years of relevant experience in intelligence, investigation, adjudication, prosecution, or financial auditing. The maximum age limit for deputation has been fixed at 56 years.

The rules also include disqualification clauses prohibiting appointment in cases of plural marriages, unless exempted by the Central Government under applicable personal laws. The provisions for relaxation of rules by the Central Government, after consultation with the Union Public Service Commission (UPSC), have also been incorporated.

Furthermore, the notification protects existing reservations, relaxations, and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen, and other special categories as mandated by government policy.

The Departmental Promotion Committee for considering promotions will be chaired by a UPSC Chairman or Member, along with senior officers of the Department of Revenue and the Director of Enforcement.

Similarly, a Departmental Confirmation Committee has been notified for confirmation of appointments. Consultation with UPSC will remain mandatory in matters of promotion.
