The Ministry of Finance (Department of Revenue) has issued a notification dated 30 April 2026, announcing an amendment to an earlier customs notification related to Countervailing Duty (CVD) on certain steel pipe products.
This notification makes a specific change to Notification No. 04/2024-Customs (CVD) dated 10 September 2024. The amendment updates the classification of certain imported goods by replacing an existing HS Code with new ones.
What has changed
- The earlier HS Code 7305 11 29 has been replaced
- New HS Codes introduced are:
- 7305 11 41
- 7305 11 49
These codes fall under the category of large diameter welded steel pipes which are widely used in sectors such as oil and gas pipelines and infrastructure projects.
HS Codes are used to classify goods for customs duty and trade purposes. A change in HS Code can impact:
- Applicable customs duties
- Countervailing Duty calculations
- Import documentation and compliance
- Product classification during customs clearance
Importers dealing in large steel pipes must now ensure that they use the updated HS Codes in all filings and declarations from the effective date.
The notification has been issued under Section 9 of the Customs Tariff Act, 1975, along with rules governing identification and collection of countervailing duty on subsidised imports. This indicates that the change is linked to CVD, which is imposed to offset subsidies given by exporting countries.
Effective date
- The amendment will come into force from 1 May 2026
From this date, the revised HS Codes will apply for the purpose of the earlier notification.
