CESTAT Orders Pending Appeals to Be Made Available Online, Deadline Out!
Responding to representations from multiple Bar Associations, the Customs, Excise & Service Tax Appellate Tribunal has shifted the responsibility of uploading pending appeals from taxpayers to its registries. The Tribunal President has directed all benches to complete the online availability of appeal files by January 31, 2026, with detailed guidelines to follow.

The Customs, Excise and Service Tax Appellate Tribunal ( CESTAT ) has issued an order dated 18 November 2025, partially modifying its earlier Notification of 1 October 2025, following objections from bar associations across several benches regarding the requirement that taxpayers must upload their pending appeals for virtual hearings.
Bar bodies stated the practical hurdles, noting that many old cases involve voluminous records, incomplete digitisation, or documents stored with the registry rather than appellants, making compliance unfeasible for litigants and counsel.
The President of the Tribunal, considering these concerns, has now reallocated the uploading responsibility to the Tribunal’s own administrative machinery.

Under the revised direction, all pending appeal files will be uploaded and made available online by the respective bench registries. The Deputy Registrar and Assistant Registrar of each bench have been instructed to supervise and complete this digitisation exercise by January 31, 2026.
The order also states that guidelines for uploading will be issued separately, which are expected to bring uniformity to document handling, digital record management, and accessibility across all CESTAT locations.
