The Advisory Board of the Consortium of National Law Universities (NLUs), chaired by Justice Indu Malhotra, has established an Expert Committee to propose medium- and long-term reforms to the Common Law Admission Test (CLAT) for both undergraduate and postgraduate levels. The recommended changes will take effect from CLAT 2027 onwards.
Composition of the Committee
The Expert Committee features prominent legal scholars and academics:
· Prof. Dev Saif Gangjee, Professor of Law, St. Hilda’s College, University of Oxford (Co-Chair)
· Prof. Tarunabh Khaitan, Professor of Public Law, LSE School of Law (Co-Chair)
· Prof. Shyamkrishna Balganesh, Sol Goldman Professor of Law, Columbia Law School
· Prof. Pritam Baruah, Professor and Dean, School of Law, BML Munjal University
· Prof. Surabhi Ranganathan, Professor of International Law, University of Cambridge
The Committee’s mandate is to carry out a comprehensive review of the CLAT to enhance its academic rigour, fairness, and relevance.
The Committee will evaluate the design and quality of questions used in both the undergraduate and postgraduate exams to ensure they effectively test the skills expected of aspiring law students.

It is also set to review the structure of the papers, including the composition of sections, question formats, and methods of evaluation.
In addition, the committee will reassess the prescribed syllabus for both exams to maintain pedagogical soundness and alignment with the objectives of legal education in India and Conduct a comparative analysis of similar global law entrance tests such as the LSAT (U.S.) and LNAT (U.K.) to identify best practices for the CLAT’s future iterations.
In keeping with its commitment to transparency and inclusivity, the Committee has invited public suggestions, comments, and feedback on all these aspects. Inputs can be submitted through a Google Form.
The window for submitting suggestions will remain open from October 15, 2025, to November 4, 2025.
