The Department of Trade and Taxes Government of NCT of Delhi has issued a fresh order reallocating work portfolios among its senior officers and notifying a revised link officer arrangement with immediate effect. The order supersedes all previous instructions on the subject.

The Competent Authority exercised powers under Section 5(1) and 5(3) read with Section 2(91) of the DGST Act, 2017 along with Section 68(1) of the DVAT Act, 2004 to streamline administrative and functional responsibilities across the department.

As per the order the full list is given below;

  • S.K. Rai IAS (SCTT-I), has been assigned key verticals including Administration, Vigilance, Policy & Research, Law & Judicial, and A.E-I along with jurisdiction over Zones III, V and IX. He will also oversee specified OHA cases and GST Appeals.
  • Navlendra Kumar Singh, ACTT has been entrusted with Finance & Accounts, Information Technology, Internal Review, Audit and the role of First Appellate Authority (RTI).

He will exercise jurisdiction over Zones I, II, and VII, along with handling designated OHA cases and GST Appeals.

  • Gurpreet Singh JCTT-I will look after Public Grievances Information A.E-II and Seva Kendras besides managing GST Appeals pertaining to specified zones as well as embassy refund matters.
  • Shimray Asaiwo Bellrose JCTT-II has been assigned complementary jurisdictions, including special zones and will handle corresponding GST Appeals along with OHA matters.

The department has also put in place a structured link officer mechanism. Under this arrangement, S.K. Rai, IAS (SCTT-I), will be linked with Navlendra Kumar Singh, ACTT and vice versa enabling each to act as an alternate for the other.

Similarly Ms. Gurpreet Singh JCTT-I has been designated as the link officer for Shimray Asaiwo Bellrose JCTT-II.

The reshuffle aims to enhance efficiency, streamline GST appellate functions, and strengthen administrative oversight across zones. The order has been issued with the approval of the Commissioner (Trade & Taxes).
